Indonesia Special Economic Zone (SEZ) at a Glance

The Government of Indonesia has established the SEZ (Kawasan Ekonomi Khusus or KEK) program to attract investment through tax incentives and regulatory facilitation. The program is designed to spur industrialization, create jobs, foster regional development, and enhance Indonesia's global competitiveness. Given Indonesia's 48th  position in the IMD World Competitiveness Ranking 2026 and continuing infrastructure challenges, SEZs play a strategic role in improving the ease of doing business and attracting high-quality investment.

The historical trend of Special Economic Zone in Indonesia has been traced back to the period prior to 2009, when the country had already established several free trade zones, bonded zones, and industrial estates to support the economy. However, these initiatives lacked a solid framework and incentive structure to attract massive growth and investments. The Government realized the need for a more competitive model similar to SEZs in other countries.

​The pilot projects of Indonesia SEZs started in 2012 with the establishment of KEK Tanjung Lesung and KEK Sei Mangkei. Since then, the program has expanded rapidly. Indonesia is currently home to approximately 25 SEZs, with industrial SEZs representing the largest share of projects. Most SEZ developments are concentrated on Java Island, which hosts seven SEZs, comprising three Industrial SEZs, two Tourism SEZs, and two Digital and Education SEZs.

According to the National Council for Special Economic Zones, by the end of the first quarter of 2026, Indonesia's SEZs had generated cumulative realized investment of approximately IDR 353.3 trillion, created around 266,688 jobs, and attracted 471 business entities. This highlights the continued strength of Indonesia's investment climate, particularly in the manufacturing sector, which remains one of the country's most attractive destinations for both domestic and foreign investment.

Why SEZ?

  • For Government, SEZs are a strategic policy tool to accelerate economic growth, drive industrialization, attract investment, create jobs, and promote balanced regional development.
  • For developers or land-owners, SEZ designation enhances land value and marketability by creating opportunities to develop integrated industrial ecosystems, attract investors, and generate long-term returns from land development and leasing.
  • For investors, SEZs provide a competitive investment environment through fiscal incentives, streamlined regulations, quality infrastructure, and efficient logistics, helping businesses reduce costs, improve efficiency, and accelerate growth.​


Outlook

With its vast geographic, Indonesia possesses significant opportunities to develop numbers of SEZs and regional economic hubs tailored to the unique competitive advantages of each region, whether in manufacturing, natural resources processing, tourism, digital industries, or renewable energy. On the other hand, SEZs can be viewed as instruments through which countries compete to attract investment, and strategic industries within the regional landscape. As such, the development of SEZ should not only serve as a catalyst for investment inflows, but also to enhance Indonesia’s competitiveness relative to its regional peers.

Indonesia's SEZ program is expected to remain a key driver of economic transformation by attracting investment and accelerating industrialization. Thus the strengthening of infrastructure, enhancing regulatory certainty, and improving overall investment competitiveness will be essential to reinforce Indonesia’s position as a leading investment destination in Southeast Asia.
